    1:1 upgrades continue from the remaining reserve, first come first served, until month 24 or the reserve runs out. The Compliance Council finalises the exact policy in public, based on real participation data, before the month 12 checkpoint.

    Upgrade support ends. Any remaining reserve moves to the Treasury via the governed close out process.
